Japanese police arrested a 20-year-old Marine after a 39-year-old woman was found dead in a Naha hotel. Japan has lodged a strong protest with the United States over the case.
A 20-year-old Marine from the United States was arrested for allegedly killing and robbing a woman on Okinawa, Japan. The incident took place in Naha, the capital city of Okinawa, on Saturday morning. Police said they found the woman’s body in her hotel room and that she appeared to have been strangled.
Security footage showed the suspect entering the hotel with the victim and later leaving alone. The suspect was arrested after being spotted walking alone in Naha’s entertainment district. The Marine is assigned to the III Marine Expeditionary Force stationed on Okinawa.
Marine Corps officials said they are fully cooperating with Japanese police in the investigation.
Japanese authorities identified the suspect as Lance Cpl. Devin Jacob Ballard and the victim as 39-year-old Anna Yagi. Police allege that Ballard took Yagi’s wallet and backpack after killing her. Ballard has denied the allegations.
Marine Corps Air Station Futenma where Ballard was stationed has long been a point of contention among Okinawans who have pushed for its relocation. The Japanese government approved a plan to move the base to Henoko on Okinawa’s eastern coast. The project has faced many delays and remains a controversial topic in the region.
Okinawa Governor Genta Koja called the alleged crime unforgivable and questioned whether U.S. military discipline measures were working. Prime Minister Sanae Takaichi expressed profound regret over the case and said Japan had lodged a strong protest with the United States. Japan’s foreign minister also urged full cooperation with the investigation and stronger measures to prevent similar incidents.
U.S. Ambassador George Glass expressed condolences to the victim’s family and pledged full cooperation with Japanese authorities. The case has added to ongoing concerns about crime involving U.S. military personnel on Okinawa. In recent years, there have been repeated reports of sexual crimes involving service members and some delays in reporting.
These incidents have caused frustration among Okinawans.
Japan’s southwestern region, including Okinawa, is becoming more central to its national defense strategy. The island hosts a large share of U.S. forces stationed in Japan and its location near Taiwan gives it major strategic importance. The latest case comes as Japan and the United States continue to manage local concerns surrounding that military presence.
