Manchester City is under intense scrutiny after an independent Premier League commission released a 40-page decision finding systematic rule-breaking between 2009 and 2018. The findings were described as the most significant in Premier League history by chief executive Richard Masters. The commission found that City used sham commercial arrangements to inflate revenue and reduce costs by more than £900 million.

The club has not yet been formally punished and plans to appeal the decision before sanctions are finalized. City’s CEO Ferran Soriano has emphasized that the process is far from over and could take a long time to resolve. Manchester City says the ruling contains serious errors of law and fact.
The club maintains that it is innocent of the accusations and says it will use the appeal avenues available to it.
The commission found serious financial breaches covering the 2009-10 through 2017-18 seasons. It also found that City committed multiple breaches of its duty to cooperate with the Premier League during the later investigation. If the findings survive appeal the club could face severe sporting sanctions that may include a points deduction or removal from the Premier League.
The case has raised questions about the integrity of the competition and what punishment should follow. Former Manchester City chairman David Bernstein described the findings as “damning beyond belief” on BBC Radio 5 Live. He said any sanctions should go beyond financial penalties if the appeal fails.
No sanction has been announced and the disciplinary process remains unfinished.
The Premier League has said a separate stage will determine the punishment for the breaches. City has until October 2 to lodge its appeal against the commission’s decision. Richard Masters said the league wants the remaining process resolved as quickly as possible.
The fallout from this case could reshape the legacy of Manchester City under Sheikh Mansour’s ownership. The findings cover a period in which City won Premier League titles in 2012 and 2014 as well as their record-setting 2018 championship. Any final judgment on sanctions will depend on the remaining disciplinary proceedings and City’s appeal.
As the process continues fans and clubs are watching closely for how the Premier League handles the case going forward. The club’s future in the top flight will become clearer only after the appeal and sanction stages are completed.
