Australian Government Condemns IDF Decision Not to Investigate Gaza Aid Worker Killing

Penny Wong, Minister for Foreign Affairs, laid a wreath in memorial of Lalzawmi 'Zomi' Frankcom, the International Aid Worker from the World Central Kitchen charity, killed while working in Gaza with six of her colleagues, at Canberra's International Humanitarian Memorial. Minister Wong was joined by Marc Purcell, CEO of the Australian Council for International Development (ACFID), and staff from ACFID and the Department of Foreign Affairs and Trade (DFAT).

Australian aid worker Zomi Frankcom was among those killed in an Israeli military strike in Gaza, according to reports. The Israel Defense Forces said the strike occurred because it mistook the vehicles for Hamas fighters and that the convoy had taken a different path than agreed upon. IDF commanders determined their actions did not rise to the level of criminal misconduct, according to the military’s findings.

The Australian government called the incident a ‘tragedy and an outrage’ and demanded full accountability and possible criminal charges, according to The Guardian. Australian officials praised Frankcom’s courage and said her actions reflected the values of democratic societies.

World Central Kitchen strongly disagreed with the Israeli military’s version of events and its refusal to pursue criminal charges. The aid group said it had clear visual confirmation that its vehicles were unarmed and clearly marked during the attack. The organization added there was no justification for the strike at any point.

In April this year, a representative from World Central Kitchen paid tribute to Frankcom on the second anniversary of her death.

The Israeli military announced it would open criminal investigations into several high-profile killings in Gaza, including that of five-year-old Hind Rajab and a group of Palestinian paramedics, according to a report from Euronews. This decision came after the IDF reviewed 150 incidents involving Israeli troops in Gaza, with decisions reached in five cases. The military did not address several other high-profile killings, including a strike on a hospital in August 2025 that killed journalists. Three incidents involving aid workers from World Central Kitchen and Doctors Without Borders were also not pursued at all for criminal investigation.

Hind Rajab was traveling with six relatives when Israeli troops opened fire on their vehicle. Only Rajab and her cousin Layan Hamada survived the initial attack, according to reports. Layan called the Palestinian Red Crescent, saying a tank was approaching and that her family had been killed. Rajab stayed in contact with the Red Crescent for hours, saying a tank was nearby. Twelve days later, her body and those of two medics were recovered after the attack.

The Israeli military initially said vehicles were advancing suspiciously without lights or signals. Later, footage showed emergency vehicles had flashing lights and clear Red Crescent markings.

A Palestinian Red Crescent spokesperson said the truth was already evident to everyone involved. The IDF has rarely brought charges or convicted troops in its own investigations of such incidents, CBS News reported.

CBS News reported that the IDF reviewed findings and decided to initiate a criminal investigation. The footage from the scene showed medics approaching the damaged vehicle where Hind Rajab was located. Israeli troops later bulldozed over the bodies, along with their mangled vehicles, burying them in a mass grave.

Emergency workers in Ramallah handled calls from the scene and described the events as part of a broader pattern of loss.
